The not completed - general introduction
The third
Roman State issue was in use up to the Rome conquest (September 20th 1870).
In the meantime the stocks of stamps were printed according to the needs.
The last quantity was requested in date September 11th 1870. The events now
known stopped practically the execution and therefore the sheets remained not
completed, without gum and perforation. The stamps we are talking about were
the following:

The technical characteristics are the ones of the third issue and they will
not be repeated here. Please go to the third issue if needed.
The printing was of the type of sheets with 120 pieces.
Somebody define them "printing house remainders", others call
them "non issued", others "not completed".

The only varieties known are related to the usual printing and stereotypes defects
(missing dots, bumped or defective frames, etc.).
We know the quantity that was printed that was later on sold for collection purposes. It's the following:
